Four Telecom Companies Submit Bids for NGMS Spectrum Auctions in AJK and GB

ISLAMABAD: Four telecommunications companies have reportedly submitted bids for the Next Generation Mobile Service (NGMS) spectrum auction to Azad Jammu and Kashmir (AJK) as well as Gilgit Baltistan (GB).

Sources said the Pakistan Telecommunications Authority (PTA) received the four telecommunications companies (Telenor Pakistan, Pakistan Mobile Communication Limited (PMCL / Jazz), Pakistan Telecommunications Mobile Limited (Ufone) and China Mobile Pakistan (CMPak / Zong) bids against the two bands such as 1800 MHz and 2100 MHz due to the relaxation conditions.

The regulator will publish the provisional qualification offer on Thursday in accordance with the prescribed rules.

The PTA had invited mobile operators to submit applications for matched spectrum of 16 MHz in the 1800 MHz band and 30 MHz in the 2100 MHz band for a technologically neutral NGMS in AJ&K and GB.

Sources said this was a good sign for the government as all four companies have submitted their bids and we expect to get revenues of Rs 7-8 billion from this auction which will run for 15 years.

It should be mentioned that the government awarded the NGMS license to Ufone as the latter just participated in the auction process due to the difficult conditions set by the regulator, which also annoyed the prime minister as the government was considering get $ 1 billion in revenue.

It is relevant to mention here that PTA had issued an Information Memorandum (IM), according to which the deadline for potential applicants to submit application forms and sealed offers with prior filings was September 22, 2021.

The PTA will notify the qualified candidate (s) and further inform them if the auction will move to the electronic auction stage or if the PTA will declare the qualified candidates as provisional winners on September 23, 2021.

If PTA proceeds to the electronic auction stage, an information pack containing confidential information and instructions for participating in the electronic auction stage will be provided to qualified applicants eligible to participate in this stage on September 24.

If required, an auction of simulated clocks (1800 MHz and 2100 MHz), for eligible qualified applicants, will take place on September 27.

The clock auction will begin, if necessary, on September 28. The NGMS spectrum auction in AJ&K and GB concerns the use of the spectrum of the internationally harmonized bands of 1800 MHz and 2100 MHz in AJ&K and GB.

The spectrum included in the NGMS spectrum auction in AJ&K and GB includes: (a) 2 x 16 MHz in the 1800 MHz band; and (b) 2 x 30 MHz (1930-1950 MHz / 2120-2140 MHz and 1960-1970 MHz / 2150-2160 MHz) in the 2100 MHz band.
